With the expressionenergy certification of buildingsor alternatively,energy performance certification of the building, we refer to the evaluation of the energy performance of a building in order to produce a document certifying the energy class of the building.

With the entry into force of the State Law 03/08/2013 n. 90 published in the Official Gazette on 03/08/2013 n.181, in the case of sales contracts, transfers of properties free of charge, rental contracts and for the display of sales announcements, the properties in question must be always equipped withenergy performance certificate. With the publication in the Gazette of Decree 63/2013, theenergy performance certificate it has been replaced with the energy performance certificate (Ape).
Unlike theEnergy Certification, the Energy Performance Certificate follows a certain homogeneity in all Italian regions that have not yet adopted their own legislation on Energy certification of buildings. The Energy Performance Certificate refers to the Guidelines issued by the ministerial decree of 26 June 2009 which introduces the Energy certification of buildings.

What is the energy performance certificate for?
This certificate is required for the drafting of rental contracts and for notarial deeds of sale. In these two cases, the absence of the Ape (energy performance certificate) can lead to penalties of between 1,000 and 18,000 euros for both parties.
L'energy performance certificateit is necessary for those who intend to access the tax deduction of 65% on IRPEF income. The user must have 2 energy performance certificates, one dating back to the energy class of the building before the renovation and the other dating back to the post-work, so as to be able to prove the effective improvement of the building's energy performance .

Similarly to what happens with the labels of household appliances, the APE also aims to establish an absolute value in terms ofconsumption levels of the propertyinserting the building in a specific energy class to which it belongs. The principle is the same as when stated for the energy classes of household appliances: the lower the letter associated with the property, the higher its energy consumption.
